On behalf of its retail customers, the Connecticut Light & Power Company hereby issues a Request for Proposals (“RFP") to supply service to CL&P's customers on Standard Service and Supplier of Last Resort Service ("LRS"). Your company is invited to submit a binding proposal for the right to provide all or a portion of the load requirements identified in the RFP for Standard Service for all or a portion of the period from July 1, 2008 through December 31, 2011, and/or for LRS for the quarterly periods between July 1, 2008 through March 31, 2009. UI, working jointly with the Connecticut Light & Power Company (“CL&P”), has issued this Notice of Interest (“NOI”) to explore opportunities for long term power contracts. The purpose of the NOI is to obtain information on the types of opportunities available for long term power contracts for market products and generation (new and existing). Any information provided by market participants in response to this NOI may be used by UI and CL&P, with the assistance of consultants employed by the Department of Public Utility Control (“DPUC”) and the Office of Consumer (“OCC”) and its consultants, to develop a procurement plan and comprehensive RFP for long term power supply.
