Applying for the Connecticut Energy Assistance Program

Those who are homebound due to illness or disability may request that an agency representative visit their home to take their application. Any household receiving Department of Social Services (DSS) cash assistance – through Temporary Family Assistance (TFA), State Supplement to the Aged, Blind and Disabled, or the DSS Refugee Program – or DSS Food Stamps, should receive a CEAP application by December 1. Those who have not received a CEAP application by then should call their local Community Action Agency, or DSS at 1-800-842-1132 to find out how to apply.
