RFP Supporting Documents
Completing the Bid Forms and Submitting a Bid for the RFP
CL&P will accept competed Bids and associated documents electronically. The following instructions will aid the Bidder in the necessary steps for completing the Bidder Response Form.
Once the Bidder Response Form and associated documents have been completed, CL&P will require Bidders to submit their Bids through the CL&P Online LREC/ZREC Bidding Website. See below for further information on completing the Bid form and associated documents and submitting these documents through the LREC/ZREC Bidding Website.
A. Completing Bid Form and Associated Documents
You must complete the LREC/ZREC Bid Form, Parts II through VII, as applicable. These forms must be completed as Excel or PDF format, as indicated in the Bid Form instructions, and saved onto your computer prior to attaching them to the online LREC/ZREC Bidding website.

B. Submitting the LREC/ZREC Bid Form and Associated Documents into LREC/ZREC Bidding Webpage
In order to use the LREC/ZREC Bidding Webpage, Bidders will be required to login and attach the appropriate documents required by the Bidder Response Form, and agree to the terms and conditions for CL&P website use.
1. Initiate the Bidding Process: Click on the link below to be directed to the specific screens necessary to submit your Bid.
2a. Login/Register Screen : Login or Register: This screen will request you to login or register as a user into the CL&P LREC/ZREC Bidder website. Bidders will be required to create a username and password and agree to the terms and conditions for CL&P website use. If you are existing CL&P online user, you can use your existing user name and password, or you can create a new username and password (suggested option even if you are an existing CL&P online user). If a new username and password are created, you must use a different e-mail address than that used for your existing CL&P website account.
2b. Register Screen: If you are registering for the first time, you will be required to enter a User ID Information consisting of first name, last name, email, a password, secret question and secret answer and acceptance of terms and conditions of use of the website.
3. Enter Project Name Screen: Each Bidder can submit a Bid for multiple projects. The name of the specific project being Bid is entered here.
4. CL&P LREC/ZREC Bidding Website : Once you have entered the Project Name, you will be able to upload your Bid information for submission to CL&P. If you have already downloaded and completed the Bidder Response Form, , you can move straight to attaching the Excel workbook and associated PDF documents.
a. Excel Workbook You will be required to submit the Excel workbook containing Bid information for the project.
b. Additional Documents: You will also be required to attach the supporting documents as discussed in Part I of the Bidder Response Form. These documents must be submitted in PDF format. They are submitted by clicking on the appropriate button in their respective areas of the website and attaching the appropriate PDF file.
Once your Bid and associated attachments are submitted, you will receive a confirmation email that your Bid was successfully submitted. Each Bid will receive an individual confirmation number, which can be used for support questions in the future.
