Programs and Services

CL&P cares about its customers and makes great efforts to accommodate their needs. We recognize that some customers face special challenges, such as very limited incomes, language barriers and/or physical disabilities. Whatever the need, CL&P is here to help. Below are the programs and services CL&P offers to help their customers in every way they can.

Winter Protection Plan Utility service cannot be disconnected to hardship customers for non-payment from November 1 through May. All CL&P heating customers whose income is at or below 200% of the federal poverty level (FPL), who are receiving state income assistance, or are unemployed with up to 300% FPL. Third Party Notification Correspondence including a copy of a customer’s bill is forwarded to a third person (a friend, relative or neighbor) who can remind the customer that a bill is due or past due. Third party is not responsible for payment. Any customer, particularly elderly or those who have language barriers, who may need assistance interpreting correspondence. Weatherization Residential Assistance Partnership (WRAP) Free energy-efficiency program to help residential customers lower energy use through air sealing, insulation, heating and appliance evaluations, and energy-saving devices. Income eligible CL&P customers. Call the WRAP Unit at 1-800-388-9727.
Department of Social Services (DSS) Weatherization Program Community Action Agencies provide weatherization and conservation services, with a federally funded program. Households who meet the eligibility guidelines for CEAP. Contact local Community Action Agency or DSS Energy Hotline at 1-800-842-1132.

Matching Payment Program Forgiveness of past-due balances CL&P heating customers who:
  • Apply and qualify for energy assistance towards their CL&P bill
  • Make and keep a payment arrangement.

NUSTART Program Payment program for customers who make monthly budget payments. Monthly arrearage credit earned. Customers at or below 200% Federal Poverty Level (FPL) whose bills are 60 days delinquent, and agree to pay a monthly budget amount. Call CL&P Credit Center: 1-800-286-2828 or 860-947-2828
CL&P’s Budget Billing Program Free service to level out season-to-season payments for customers, and make month-to-month payments predictable. Open to all customers. Call CL&P at 1-800-286-6235

Energy Workshops Program Features Participation Contact Information
Energy Matter$ Customers learn about energy conservation through class instruction. Senior and limited income customers who will benefit from energy conservation and safety information. Call Community Relations at 860-665-3540 to find out about local programs.
Energy Bingo Customers learn energy conservation tips through an interactive bingo game. Conservation prizes are awarded to Bingo winners. This workshop is available for senior citizen organizations to provide to its members. Call Community Relations at 860-665-3540.
